If you demolish a level 4 government will your client ruler ever leave the city or suffer in ill-effects or will he continue governing the city?

    As far as I've experienced:

    - he neither gets the ability to move, and
    - he neither gets any positive or negative traits / ancillaries.

    Yours, T.
Towards the end of the book, the Moties quote an old story from Herodotus:

"Once there was a thief who was to be executed. As he was taken away he made a bargain with the king: In one year he would teach the king's favorite horse to sing hymns."
"The other prisoners watched the thief singing to the horse and laughed. 'You will not succeed,' they told him. 'No one can.' To which the thief replied, 'I have a year, and who knows what will happen in that time. The king might die. The horse might die. I might die. And perhaps the horse will learn to sing.'"

The client ruler trait prevents him from ever moving more than a few spaces, if your lucky. He's stuck there, otherwise, I'm not aware of the character being any different from a normal one.

No I understand all of that, I was wondering if after you destroy the level 4 government and build a level 2 government for instance, will the client ruler disappear after a few turns?

Nothing happens. But if you want to replace him when he dies, destroy it and build it again.
