from what i've seen, investors differentiate themselves from gambling by the amount of time spent waiting for the gamble/investment to mature. gambling usually takes hours to days whereas investing takes years to decades.

In all fairness though investors are able to make some decisions based on past performance of the company, general economic situation and other stuff. A gambler is just as likely/unlikely to win each time they draw a card, roll a die, or work the one armed bandit.

Four stage strategy from Yes, Minister:
