As with any other target there is never a 100% success rate but with an experienced assassin it should be easy enough to successfully kill a diplomat that is by himself.
yeah I confirm, it's odd that, after 3 years, until 2 weeks ago I didn't now some RTW features (this and the weapon switch with alt-right click)
