It's because cities tend to go to a faction based on their culture. The city in Galatia in the middle of Asia Minor is full of Galatians, which are basically Gauls that went east. So that city can end up rebelling in strange ways.
And it never has anything to do with where the faction that gets the city is. The game apparently only looks at culture, not distance or anything like that.
Yup, an interesting side game if you're lucky enough for it to happen in an Aedui/Arverni campaign
Does anyone know if the development of culture buildings for a faction (temples, schools etc) has anything to do with it?
