Default How to build Allied Government in Sauromatae campaign?

I am in the year 190 bc and have approximately 7 settlements and in Tanais and the two other settlements on the penninsula directly south of Tanais I was wondering what it takes to be able to build the Allied Government building so hopefully I can recruit Bosphoran Heavy Archers in the near future, does anyone know or can anyone give me a hint if it is possible and what it takes to build that building? I have not been able to build any buildings past the "military occupation of local towns" as shown on the building tree.

Any help would be greatly appreciated.

This just shows how little people play the sauromatae in EB. I've had this post now for over two days and no one has answered. I really had fun playing them but the only downfall to me is the lack of infantry. I think I will now give up on this campaign and start a new one. Hopefully one day this post will get an answer though I think I found the answer myself, I think you need to conquer a territory that is already pretty advanced to be able to build a Allied Territory building? Any help would be appreciated.

    Code:
govnomad requires factions { armenia, pontus, parthia, } and not hidden_resource nomad and not hidden_resource mixed and not building_present_min_level minimumbuilding nomadism
You can only build it in settled lands.

you have to move away from the steppes and after you build "Military Ocupattion of local towns" you will have the choice to build "Migration" in 4 turns or "Allied Goverment" in 1 turn.
In my Sauro Game I could only built them in Armenia to the south and in Antiochia-Marginae in the east!
BTW, why do you need those bosphoran archers when you can use Horse Archer units?

I don't need them just would like to have more choices in infantry units, but it looks like I will not be able to recruit them anyway.

    Thanks for the help.

the only native infantry unit I found as the Sarmatian is their light spearmen.
you can train them when you build pastoralism and later the "Settled Community" (the first tier will give you just the foot archers, the second one will give you the spearmen)They are worthless... you will have to rely on mercenaries for that.

You could play as Pontos and take over the steppe regions, that way you'll have some nifty infantry units, advanced cities, and still have access to regional steppe units.
