Seleucid Satrapies = Old Persian Satrapies?

This thought recently crossed my mind and has never left it ever since: How much do the seleukid satrapies resemble the old persian satrapies? What exactly is supposed to be the difference between a seleukid type 2 or type 3 government? Does type 3 mean that a local-man is the satrap and a type 2 means that a greek satrap has been sent by the king? And do we have any accounts of how natives saw the Seleukid satrapies in comparison to the old Persian ones?
I'm thinking of this because I have recently learned to respect the old Persian way of government, and wanted to emulate a Seleukid Helleno-Persian Empire, where influences of both cultures would together create something that is bigger than the summ of its parts.
That'S actually a realy interesting aspect I think... what would have been if the Seleukid kings (that were themselves of helleno-persian origin) would have tried to "persianize" certain aspects of hellenic culture. As far as I know, they actually did this to some extent, especially the freedom of worship, although I don't know if that was already a common practice among greeks before they cam to the east.
