I rarely loose settlments, but when I do, I just tear down all government buildings and start over from scratch to avoid any chance of this crash. Yep, this happened to me yesterday. Taras was conquered and the Romans built one of their gov1 buildings. After rebelling to Epiros (thanks to my spy), I destroyed that gov1 and gave the order to repair the Epirote gov2. ... CTD after hitting the turn next button. Reloaded, destroyed my building, and built via "process_cq" cheat both a provisional gov and the gov2. No CTD. I'm happy and the Taratines too ... ;-)
