That was my thought too, but Siruso wrote "army upkeep", not "wages". AFAIK, them CRs Bodyguards are under the wages in the budget.

Towards the end of the book, the Moties quote an old story from Herodotus:

"Once there was a thief who was to be executed. As he was taken away he made a bargain with the king: In one year he would teach the king's favorite horse to sing hymns."
"The other prisoners watched the thief singing to the horse and laughed. 'You will not succeed,' they told him. 'No one can.' To which the thief replied, 'I have a year, and who knows what will happen in that time. The king might die. The horse might die. I might die. And perhaps the horse will learn to sing.'"

The wages are extra. You have to pay wages for your FM bodyguards too. I think, but don't know for sure, that diplomats and spies are paid by wages as well. If the bodyguard has an additional upkeep it is listed under "army upkeep".

In the unit infoscreen, there's a row with "upkeep". Well, both FMs & CRs have 0 upkeep for their Bodyguards, yet there's some money to pay. I'm not 100% sure, but I think all that money you pay for those bodyguard units are under wages.

... and yes: diplomats, spies & assasins are listed under "wages".

As far as I know, bodyguards don't get paid. The amount of bodyguard has no effect on FM's wages. From what I know, all the FMs and other generals get a fixed payment, which doesn't change on any circumstance, except death.
