One chevron -> +1 attack, +1 defence
One weapon upgrade -> +1 attack
One armor upgrade -> +1 defence

One more remark about this question (perhaps it is well know, but we discovered it very recently).
You can change the armour and weapon upgrade cost in export_descr_unit. Thus, you can put as expensive as you want this upgrade. But the experience upgrade cost is hard-coded (or if it is coded in one file, I cannot find it). That means that perhaps in such case, the experience upgrade (+1 in moral, attack and defense) can be cheaper than upgrades in weapon and armour together.
To prevent strange effects in custom battles, or even more in multiplayer, I eliminated the possibility of upgrade weapon or armour alone in both cases.
