It's not totally new really. The icon is on the www domain since Dec 9 2005. It didn't show up in all browsers, there were other more important to do things and thus it was just there and half forgotten.
A while back Big King Sanctaphrax asked for a favicon on the forums and the one at www was copied to forums (Oct 10 2007).
It's nothing special really, just cropped part of the 'logo', resized that and saved to favicon.ico It's not going to win a beautycontest, but it's useful in the browser history.

A Favicon is the little image that goes to the left of the address in the address bar. In some browsers it also appears to the left of links on the "Favourites" menu, and to the left of the site's name on tabs (if they exist). A favicon (short for 'favorites icon'), also known as a website icon, a page icon or an urlicon, is an icon associated with a particular website or webpage. A web designer can create such an icon, and many recent web browsers can then make use of them. Browsers that support favicons may display them in the browser's URL bar, next to the site's name in lists of bookmarks, and next to the page's title in a tabbed document interface.
