    Default Atiqa rioting

    I'm playing as the Romani and I just took Atiqa from Carthage. Unfortunately though, even with a full 20 unit stack army for the garrison it seems like it is going to take at least 3 turns of rioting before I can get public order up high enough for everyone to calm down. I put in a military government already but I don't know what I could build next, a type 4 government isn't going to really help order (I already have 3 generals in the city) and all other governments will take too long. Every turn I lose a general, hundreds of soldiers (making public order even worse) , and/or several buildings. I'm not really sure what my next move should be.

    I think a type four gov is helpful in these situations, although remember to remove your other generals, or they'll get a bad trait which lowers public order....

    Type four governors do take an enormous amount of upkeep though IIRC.

    Type four governments will rarely help in that kind of situation. They increase the population growth rate, which will further lower the public order. And initially, the client ruler will not have much influence, so he will not be as good as most FMs at keeping up the public order.

    Yes, but I was under the impression that a type IV gov automatically gave a public order bonus to signify the populace being happier that they're political, economic, and religious institiutions have been kept mostly in-tact.

    Hmm, most of the factions I have played have had type IV's with less public order bonus than their type I or II governments.

    Wait a second, I just realized that not once have I done anything other than just occupying a settlement. This means I haven't even enslaved a population let alone exterminated them. Is this a bad tactic? I guess I figured that that the extra money in taxes would more than make up for the occasional rebellions.

    Well, it does increase the risk of this kind of situation. But yes, you do get more tax income. So it depends on whether you can handle the lower public order with the extra tax income you get.

    Personally, I almost always enslave, since this moves population to my established cities where public order is under control.

    Pull your troops out, let it rebel, then capture it and exterminate the population (you may want to capture it without using the FMs, since they may pick up bad traits from exterminating).
