i got this from C:\Program Files\Activision\EB1.0\EB\Data\export_descr_ancillaries

cuz i don't see any restriction here on age or previously held offices. for some reason it takes a hell lot of time to acquire the prov. gov. ancillary am almost in 118 bc and i held a number of provinces for some time now and yet i have failed to get some of the ancillaries.
