Stats change en masse?

I would like to change the cost to purchase and upkeep all units by a factor of X. Can anyone provide a solution to do this en masse? a script? directions via excel or something?

I don't know enough about any one scripting language to do this easily myself so I am somewhat shamefully asking for a handout.

Thats fine. Here is what Ive done so far. My first shot at this was to use excels data autofilter show only the stat_cost lines then have a simple arithmetic formula for the column. But thats kinda messy and not quite as elegant as I was looking for.

So I have opened up a perl book. If I can get the script to work as I envision it I will post it.

Yeah sersiously I want to know how to change all the hit points en mass.
I dont have any microsoft offices programs though..
