In any case, its when Arretium (and only Arretium) becomes Huge that you get the Marians. No one else in Italy qualifies.

Having played as Rome before I can quite honestly say that only Arretium triggers the reform. Capua was Huge before Arretium and did not trigger it. So was Taras and nil. In my old 0.8x Mak game I had EVERY city in Italy sans Arreitum up to Huge and still no vanilla reform. I'm almost positive Arretium is the trigger in EB.

Just a question here that I've never actually seen the answer to: If I'm Gaulish and I conquer the Romans before any of their cities become huge, will the Marian reforms ever happen, since Gauls can't ever build huge cities?
