    Default Creating A New Faction?

Is It possible to create a new faction without overwriting one in the game? I'd like to create a whole new Roman family (Faction) without overwriting any of the factions in the game. I'm also going to need to know if it's possible for the senate to assign them missions?

No to the first question, there's a hard-coded limit of 21 factions and all of them are in use. To create a new faction you need to replace an existing one.

For the second, if the faction is Roman cultured and has the senate as a super faction I don't see why they wouldn't also get missions, but I've never tried so.

Then I would have to overwrite a faction and give them a settlement?

Use and existing faction and gradually change elements of it - say you've decided you don't want thrace, change names by changing text files so
    {thrace} New Roman Faction

then on next stage give thrace the region you want New Roman Faction to have and give their old ones to someone else.

then remove them from owning their old units by changing EDU and EDB files, and assign them new units

then change their banners and logos to what you want for New Roman Faction..

You don't have to do it in that order, just do it in small steps, think of it as adapting existing faction and not introducing new one all in one go, or you're likely to get in a mess!
