Sea Graphics Switch

I've got a little nuisance question. Although I love the appearance of the ocean in Eb 1.0, I would rather have the higher performance. I am certain that the sea graphics are causing some lag, and maybe an occasional CTD.

When I try to download the sea graphics switch, I get a mass of unrecognizable symbols on a notepad, rather than a neat file with a readme.

Can someone guide me to the location of a downloadable file for this switch? Thanks ...
