    Default Navy stacking

    I am not able to stack my ships. This is kinda annoying since it means I can only directly attack an enemy navy with one unit. Is there a special way to combine naval units or this a bug? Or is it just an EB feature that was actually specially created?

    Not an EB feature. If the admiral you're moving has any traits, the game will refuse to merge them. Try moving the other ship onto the first instead.

    I had the same problems with the Romani campaign, and no the admirals didn't have any traits but refused to merge

    right...same here....
    in 80% of all tries, it is not possible to merge, especially when (but not limited to) they have a complete roman name (with proper cognomen etc.)

    only solution is, to move the admirals ships to harbour, build a new one and then transfer one of the ships to another fleet.
    to admiral takes always the best ship (because the RTW engine moves better ships to the first rank, e.g. quadrireme over trireme)....so you can also move ships which were the admirals ship before.

    Oh, then it's probably the cognomen causing it, as that is indeed a trait (it's just hidden).
