Well, most of the units that would make good rare mercenaries would originate with some culture and not just exsist as a merc. Say there is an awesome mercenary from Germania. This unit might be made as a mercernary, but since he lived in Germania, he is also on the Sweboz recruitment list.
aren't the Thraikioi Peltastai one of these units. Becuase only Makedon and the Getai can train them if i'm correct.

There are several units that are much more common as mercenaries than as factional units (Various Gallic swordsmen around the Mediterrean, Cretan archers) but of course, if a region has good soldiers, a faction that conquers this region tries to take advantage of this.

Thats true, but there would be several historical groups of mercenaries who if they fought for any faction as soldiers (as in those that are represented in EB as factional or regional troops) it would only be for civilizations that are not among the 18 factions in Europa Barbarorum.
