Well from england to france there is a so called 'sea-crossing' which allows you to cross the sea WITHOUT ships. There are a few of these crossings on the map, BUT NOT between england and ireland. So you need to follow the normal way to invade such island. Make sure you have a port/harbour from the place you want to start your invasion (where your army is), and then a line of ships to ireland, uninteruptable, AND NOT BLOCKED by enemy ships (which can be seen in the help popup tip for each sea region), then you can just drop your army in ireland. Mind you to leave it again you first need to buid a port obvious.
