AS Campaign (permanent) no movement for Heir and Faction Leader

Hi all, given the great work on my Gaul reforms problem, I figured I would post a previous AS campaign here. Basically, once my Heir and Faction Leader got the Babylonian New year celebration trait, they were never able to move again....

in this save I had added movement points to the heir to get him there, but... anyway maybe it is a scripting problem?
