Lack of Roman regional troops

For example the romans can only recruit 3 thracian units while others factions (not the Getai since they would be using factional MICs) can recruit quite a number more.

What other factions can recruit which Thracian units from local MICs that the Romans can not recruit appart from the Thracian Hippeis, that have factional slot for the Romans?


EDIT: The Romans can only recruit 2 Thrakian units from local MICs:

Thraikioi Doryphoroi
Thraikioi Rhomphaiaphoroi

The other Thrakian units are:

Thraikioi Hippeis [The Romans have their own]
Thraikioi Prodromoi [only available by factional MIC]
Thraikioi Peltastai [only available by factional MIC]
