Roman Reforms?

Could anyone tell me what reforms the Romani experience and what triggers them? I know in vanilla they occur once a palace of a certain size is built in a city other than Rome, but i read somewhere there are two reforms in in EB. So when do they occur. Also looking at some other part of the EB forum i read that while with the Camillan army i can recruit hastat, Triarii etc in the 5 starting provinces only, under the Polybian reforms they can be recruited in Taras and Rhegion and one or two others. If this is true, do i need to rip down the type 2 governmnet and replace them with type 1 governments or not?

Anywhere where you can build Type 1 Govs (Peninsular Italy excluding Mediolanum), you should.
