That'll be because the client ruler who's in the city has all movement restricted. Take a look at the fixes thread and download the Client Rulers fix.

People always talk about the sallying patch but I downloaded it and I still can sally out of cities with my client ruler. Is it not save game compatible or something?Originally Posted by Admetos

You can change the amount of movement yourself in export_descr_character_traits.txt, if the current (unsupported) fix doesn't make it for you. Search for type4governor. Quite possibly the fix is not retroactive, like the AS FL/heir getting stuck thing.
