IIRC it creates it itself when you take your first shot, if not then just make a folder called "tgas" in C:/Program Files/Creative Assembly/Rome - Total War, or wherever you've got EB installed.

Only thing I can suggest is play custom or mp battles, save the replay and then you have as much control as you want.
