    Unhappy I cannot repel a siege with Lev.IV gov.

    That is true.. I have officiall fixes Bovi.. I just can not repel a siege..
    Can anyone gice me manual to do it by hand

    He probably has other movement reducing traits and/or it's winter.

    As mentioned, sometimes other restriction traits make him immoble dispite the fix. I always have a single unit hiding in a forest near any Type4 town on my border. Then I have that unit initiate the battle and simply wait for the town garrison to reinforce (under my control) and fight the battle.

    Search out the Type4Governor trait in EDCT. Change the movement effect of its first level to whatever you desire. It might not be retroactive.
