In which case, training someone up helps, I belive, but I've never even had the polybians, so I wouldn't know.
For some reason when I play the Romanoi, I always stop 245bc. Dunno why, I always think:this time I''ll get the polybians, but no, 245 and I loose interest. Happened three times so far. Very strange.

I get too impatient to wait for them (190 BC is the furthest I've gotten in a campaign), so I changed the requirements for the Roman reforms. For each reform I removed the turn number check and just made each one trigger after I held a specific number of settlements.
