According to the recruitment viewer the Seleucid Indian elephants (both the heavily armoured and the normal one) in Baktra are available only via regional MICs. Is this intentional to represent that the relatively independant Baktrians can continue buying elephants from the Indians or is it an oversight?

In my Bakrian campaign I was hiring them through a factional MIC at Baktra.
