Pretty confusingly put, but let's try and make something out.

If you're asking where and how can Lusotannan recruit those units, then the answer is for Callaeci Med. Inf. in Galaecia with a regional MIC 3 (not available with a type I gov) and with Clona Tekonac (Asturian Axemen?) you need a level 4 regional MIC in Asturia or Cantabria (available with a type III or IV gov).
