The file seems to have little affect I'm afraid. EB (Teleklos) looked into it a bit more than me so maybe he can offer some help. There's an old thread on this subject somewhere here - I would imagine around 6 months old?

Thank you, i found the thread... I should have searched better before open this new topic.
The answer is:
you can empty out the entire descr_disasters file and no disasters whatsoever will ever happen
