The simplest way to kill a character is to suicide him on an enemy army or fleet. You can even have him establish watchtowers/scout camps on the way to his demise. It is very hard to know the internal names of characters in EB 1.0, particularly for the romani.
Charisma does not limit the amount of ancillaries in his total retinue, but reduces the amount he attracts on his own. We count the ancillaries gained by each general, so if you transfer away all ancillaries you'll find there are no more coming to him eventually.
You can transfer additional ancillaries to a general at any time, however the "starting ancillaries" (tutor, spear carrier etc) that you gain by clicking the general while outside a city have a great number of anti-ancillaries. This is intentional and blocks transferring of too many powerful ancillaries to a single general.
