Upgrade your camilian barracks to the next level. If they are at the top level they will upgrade to the top level of the polybian chain.

I use this thread for my question: I'm in summer 242, I hold all Sicily and Patavium and Bononia but I still don't see the "Polybian Military Era" marker, how long I have to wait?

Maybe you should do a few more turns. If the display shows 241 and there is still no Polybian, you come back...

In my game I had to wait a few turns after 242 until I was allowed to upgrade my barracks.
