The Byzantine faction gets a hardcoded influence and command stars bonus for the starting leader. Every faction starts the campaign with their leader at 4 influence except the Byzantine that start with 6. Add to the fact that their starting leaders and heirs are very high command and this is why they're such a juggernaut faction.
