As far as I know, "process_rq" is among a large list of cheats that were supposed to work in v1.5, but peculiarly don't seem to. If it worked in older versions you may have to downgrade to that version to get it working again. Sorry

"give_trait "[first name] [middle name]_[last name]" [trait name] [trait level]"
which is the most common, or:
"give_trait "[first name]_[middle name] [last name]" [trait name] [trait level]"
which is very rarely, if not ever, used.
Problems arise when there are two characters with the same name though. I'm not quite sure what happens, but I am lead to believe that it provides the error message "character not found".

give_trait "Tiberius Cornelius" [insert your trait there].
Remember, if he has more than one name, just put it in quotation marks and it should recognize the character.
Ya know, it's sorta weird that they permit you to build practically unlimited buildings, give your characters superhuman traits (or a vast number of any trait you want) and have all the money in the world... but they removed the single piece that made it complete. A few more questions since it's still not working:
What about characters with only one name?
"Trait name", do you mean like Command, management, etc.?
Well, an example would be helpful.
let me give you an example of how I normally do it.
give_trait Quintus RomanHero 5
What the above will do is give Quintus (the leader of the Roman Faction) the Roman Hero trait at the fifth level of it (the maximum I believe). I also noticed that you don't need quotation marks if the character only has one name.
Anyways, the trait names (and max level) can be found in only one surefire way... go to the data directory in your RTW directory and find the text file export_descr_character_traits.
This file has all the traits listed, the conditions, their effects, everything. You can even modify them if you want to create a 'super trait', but make sure you know what you're doing first... it's not hard to do, but you'd want to make sure that the enemy nations' characters' can't get their hands on it by accident.

Sorry Shogun, but there is not individual cheat for that purpose.
To boost a character's influence you need to use the mentioned cheat to add relevant traits. As Cheater has said, you can usually find a list of such traits and their effects in either:
"C:\Program Files\The Creative Assembly\Rome - Total War\data\export_descr_character_traits.txt"
should you have Gold or:
"C:\Program Files\Activision\Rome - Total War\data\export_descr_character_traits.txt"
should you have a standard version - not Gold.
The directory may vary should you have installed the game in a custom directory. If this is the case, you may need to locate it using the Windows search function.
