Like with just 1 province in single player for all the people?
Play as Danes. I think that they control only 1 province at the beginning of the game.
(Province of Danemark, of course ... hehehe).

What I hate the most:
1-discussing politic with ignorant american teens.
2-discussing politic with ignorant british teens.
