Maybe I'm missing something obvious, but in my Romani campaign I can't seem to build ships in Taras or Arpi, even though on the campaign map these towns seem to have associated ports . . .

Only certain naval cities can build "naval" fleets. Others can only provide shipping/trade income.

Look up some older posts related to ships / Shipbuilding and the like. There is an (old) map somewhere where you can see at wich provinces you can at all build ships. In Italy it is Capua and a second one - Arriminum, I guess.
