    Default The March of Time?

Well, I've been playing my Romani campaign, and in 242 BC, Polybian Reforms.

Two turns later, I suddenly get this "March of Time" thing, which states something about reforms in the east, etc.

Are these two things related in any way?

Nope. The "March of Time" is just the vanilla Marians.

So is this March of Time dependent on the Romani still living? In my Epeiros campaign I'm around 210 BC, but I haven't seen the message yet.

It only requires a imperial_palace in Italy, it doesn't matter who built it.

That explains. In my Epeiros campaign, there's a three-way struggle between the Aedui, Karthadastim and myself going on in Italia, no chance for Imperial Palaces to be built.

You could give a town to a neutral faction, add population till it's 25000,and leave them to build as I think the AI automatically prioritises government buildings once it can get them.

They seem to prioritize government buildings, but only if they prioritize that particular town. The AI will spend money on troops and if it has money left over, will build buildings. For some reason, the AI will often ignore a town, never building anything, ever.

Also, I think the AI will only upgrade a town to the next level if the population growth is possitive or stable. Often times if they are loosing population and will soon fall below the level they need to upgrade, they won't upgrade at all.
