Another question

Hey lads, thanks for answering my many questions thus far, you've all been a great help to understanding, and thereby enjoying, the game much more. But there's an issue thats been on my mind for a while.
Govt type II's say, in the description, that they can recruit factional troops, but the selection is limited. Am I the only one who finds this to be a lie, since I can't train legionaries outside of Italy? Is it a simple misunderstanding on my part, or is something wrong?

For most factions it is true that you get factional units and for the Romans that becomes true after the Marian Reforms. The Roman system is unique and dynamic so it is hard to write something that is always true.
