    game will look at mod-folder first for most things then refer to RTW data, so you don't need to copy in everything from RTW data.

    What you do need is to make new folder in Rome - Total War folder called
    my_mod and make data folder inside that.

    easy method is then copy everything from
    RTW/data/text and RTW/data/world
    to RTW/my_mod/data/text and RTW/my_mod/data/world

    then launch game from desktop shortcut with -mod:my_mod on it.

    That is basic mod_folder and you will be running at that stage with exactly the same stuff as in RTW/data folder. To now make changes put your changed things like portraits in equivalent place to where they would go in RTW/data but instead in
    RTW/my_mod/data/ui/egyptian/portraits/portraits.........

    sorry for the double post,

    but regarding the mod folder, I did it with the banners in the data/banners and data/models/textures so I can have 2 different mods installed but the banners and textures dont work unless i replace the original ones in the vanilla folder. do you know why?

    Sorry I don't know - it works fine on a BI mod-folder!

    For the big banners, they are named in descr_banners.txt like
    faction scythia
    standard_texture models/textures/standard_scythia.tga
    rebels_texture models/textures/standard_barb_rebels.tga
    routing_texture models/textures/standard_routing_barbarian.tga
    ally_texture models/textures/standard_scythia_ally.tga
    For BI folder you don't have to change the path, but re-naming your texture to something different like standard_new_scythia.tga might make it look for yours first, I'm surprised it doesn't anyway though!
