What about the Helvetii? A considerable power in their own right if we believe the account in the 'Gallic Wars' by Caesar. They'd be a good foil to Roma in the north and a good dividing line between the Aedui and Arverni, not to mention that their position would mean they would be a challenging campaign as the player, while sheltered in the mountain ranges, would have to put up with a land that has relatively poor income and the trouble of dealing with Gauls, Romans, and Germans. The unit selection could be quite unique as well, as I imagine the Helvetii troops would be a weird mix between celts from both eastern and western europe, Alpine tribes, and northern Italians.
