yep it is a good thing because the ai doesn't know how to handle fatigue/ in sieges they just sprint their men all over the city for no reason.
It does help the A.I. a lot, but I don't use it because I too tend to exhaust my men, and I do want to see the effects of that.
I play for realism, or close to it as I can. If realism means beating fatigued enemies all the time, then I'm game for it. I can live with that reality. xP
