Must've been a lot less.
The more your game demands relatively speaking of commonly available systems by default (optimised) the less moddable you can make it, else the overhead will cripple your game. (We're talking about how much % of CPU power needed? etc.)
Given real time 3D rendering is one of the most resource consuming things you're likely to do with your 'home PC'...

Much less moddable. But in some fine points it's superior, such as you can have about 30 playable factions with VI etc.
