I consider the steppes to be everything from Dahyu Thissakata, Dahyu Roxsalanna and Dahyu Yazyga eastwards, and Dahyu Daha north.
I stand to be corrected though.

personally i view the steppes from the caucausus eastwards. (sorry if this aint helpful, i dont know the EB names of 'my' steppe borders)
i was thinking it was the area of baktria and to the north and east of it.

The Scythians and Sarmatians were considered steppe-people, so I'd add the modern Ukraine. In Eb terms that would be anything east of Scythia and north of the Caucasus.
