I don't know. I used to think no, but recently I'm thinking that they do.

I also used to think no, because it was a common opinion here, but in my recent campaigns I have been using more lvl4 govs, so that I have many more client rulers than before, and now I also have the impression that they count as FMs, since birthrates are a bit low.

Is the family member limit something that is hardcoded? I don't really see the point in it.

Yep, the game engine decides the family member limit for a hidden, hardcoded reason.

If the coding for a video game was open to the public, it would be quite easy for someone to steal some of that code without anyone even noticing. Plus, hardcoding things makes the exe run faster.
