MIC and Reform Question

Hey all I just got the Polybian Reforms and built MICs in my native provinces. I was wondering if Sicily was able to build the Roman barracks. I destroyed the local barracks but still can't build the Roman ones. Do I need to build the local barracks fully first?

EDIT: Ok I finally figured out how to work the recruitment viewer... heh... you don't have to answer this one. Sorry I'd delete this post if I could but I'm not sure how (nooooooob) :)

Heh. Yeah the viewer takes a little getting used to, but once you know how to use it, it really is brilliant.

I'll just answer anyway, if for nothing else then for the benefit of others that read the thread:
No, the Romans don't get their own barracks outside of Italy until the Marian reforms. Polybian reform only expands the area from the original cities (plus Segesta) to all of Italy except the islands and Insubramrog (Mediolanum).
