EB 1.0. CTD - Please Help

Thanks, but I tried that and I can't access any more information about the opposing factions' cities than I can when I normally select those unobscured by the fog of war (i.e. buildings, units and population are hidden behind question marks and there's no way to see/amend them).

I presume I'm failing to do something obvious here, so any further clues would be much appreciated!
