Makedonia Victory Conditions

I am playing as Makedonia and have conquered all of the provinces on the Victory Conditions map (ie Italy from Rome south, Sicily, the Balkans, Anatolia and the Middle-East to Babylon and south to Alexandria, Crete and Cyprus). The year is 156BC but victory has not been declared. Am I missing something?

Do I need to hold my empire until 14AD?

The map is inaccurate for 1.0. If you click the questionmark icon on the top right of the map, the advisor will tell you what cities you need, which cities to raid and which factions that need to be destroyed. While the advisor is up these cities will have white blinking "frames" around them too, so you can see them through the fow.

I hope this makes sense :)

You also have to progress a turn or two after achieving your goal.

Also, have you raided the raid targets at the least, or only conquered the conquest targets?

There are no raiding targets for Makedonia. You must destroy/outlast KH and Epeiros, and conquer half of the world.

A city in central italy (Arpi, Arretium, Ariminum, or Capua) needs to reach the 'huge city' level. That will trigger the vanilla Marian Reforms.
