Seleucid allied states

Hi!... Since i'm a die hard seleucid fan, i was wondering about something...
Why is it that Babylon and Karathiokerta or sth are allied states? They have the homeland province but have the level 4 goverment... Is this to represent the political situation in the Arche, Ie did Babylonia and south armenia (not sure, the karathiokerta province) had any special status in that time? More local autonomy than other core provinces?

P.S. Will the Seleucid get a reformed FM bodyguard? I've read somewhere that Antiochous reformed them

Karkathiokerta may change hands in EB2, as I still maintain that it was in Armenian hands (which either means it will belong to the Hayasdan faction or the slave faction). Babylon was a special case as well.
