I love RTW, but the trackstar infantry speeds are really getting on my nerves. Not looking for any in-depth mods, just something to decrease the speed of all infantry to a more realistic levels.
Can it be done by altering some text files?

Sadly, unlike in the older M:TW of series, modding unit movement speeds isn't especially simple. Due to the 3D nature of the battle map, changing this factor fully to your personal preferences requires modification of unit movement animations. You can, however, use ones pre-set into the game's engine.
Also unfortunately, I have not yet heard of any mini-mods which just exclusively change unit speeds or even actually change unit speeds at all. I know that quite a few of the more major large mods do though, but they all provide changes which go a long way beyond what you require.
If you wish to change it yourself though, this post discusses editing the factor. It should apply to both BI and R:TW.

Open the descr_battlemap_movement_modifier.txt (or something, do have the game righ now).
You an edit to lower the entry there.
The movement actually for all units, not just infantry. Just lower all entry by 1.0 or 2.0 in general.
