Personally I fail to see where and how these things have anything to do with each other. For instance I doubt anyone would dispute the presence of the Celtic factions in the "barbarian" culture-group of the engine, and we all know perfectly well the Celts were teh hawt shitex when it came to metalworking, especially swords. Ditto for the Iberians (Romans were only too happy to make us of the craftsmen of both whenever they could).

But they didn't exactly build advanced aqueducts, vast metropolies festooned with educational institutes and venues for the performing arts making use of some pretty nifty "black box" understanding of acoustics, and so on either.

And on the scale of "civilisation" where the likes of the Romans, Hellenics and Persians form one end, the Getai are self-evidently by far more at the other side with the Celts.
