example:my city got 75% public order,it won't riot,but will it cause the rebel(brigand) to appear???

Nobody knows for sure. There is a topic on it in the Ludus Magna, but there was never a solid answer. I recall that someone suggesting that unrest penalties cause brigands to appear, but it may just be the other way round.

As ludens says, there has been discussion about it but i think they came to a conclusion, being the lower your public order, the higher the chance of rebel armys appearing in your territory as seen in this thread here

My guess is that the distance to your capital has something to with it.

I play with rebels/ pirates off. Change their spawn values to 9999 each in descr_start.![]()
